Who We Are

OEER (Offshore Energy Emergency Response) is a collaborative initiative dedicated to ensuring the highest standards of emergency preparedness across the offshore energy sector. We unite key players from the oil, gas, and renewable energy industries, alongside emergency responders and regulators, to create a safer offshore environment for all. By combining expertise from diverse sectors, we work together to address the unique challenges and risks that offshore operations face, from natural disasters to industrial incidents.

Our OEER steering group manages the content of this website and aim to identify areas of shared learning. However, the individual groups of EPOL, OREEF and TMF operate under their own terms of reference and do not report into nor take direction from the steering group.

By leading the way in emergency preparedness, OEER strives to make offshore energy safer for everyone involved, while minimising environmental impact and safeguarding industry progress.

Offshore energy plays a critical role in the global energy supply, but it comes with significant risks. 

From oil spills to extreme weather, emergencies can have widespread impacts on the environment, workers, and local communities. At OEER, we recognise the importance of being prepared for these risks, and we are committed to ensuring that every offshore operator has the tools and support necessary to mitigate potential dangers and respond effectively when emergencies occur.

What We Do

At OEER, we focus on enhancing emergency preparedness in the offshore energy sector. Through collaboration, training, and the creation of industry good practice, we ensure operators and responders are ready to handle emergencies quickly and effectively.

Enhancing emergency response

We work to improve emergency preparedness across the offshore energy sector by fostering collaboration between industry leaders, emergency responders, and regulators to ensure swift and effective incident response.

Facilitating joint drills and training

OEER organises regular emergency drills and training exercises, allowing operators and responders to practice coordinated responses and improve their readiness for real-world emergencies.

Developing industry good practice

We develop and promote good practice guidelines that set the standard for safety and emergency preparedness in offshore oil, gas, and renewable energy operations.

Providing resources and guidance

We offer a range of resources, including risk management tools, training materials, and expert guidance, to help offshore operators strengthen their emergency response plans.

Supporting medical preparedness

We ensure that offshore personnel are well-prepared for medical emergencies by providing best practices and facilitating access to medical care resources in remote locations.

Enhancing multi-agency collaboration

We work to enhance relationships between the energy industries, emergency services and the wider resilience community to ensure collaboration in response to emergencies
